One of the main threats
to national security
in terms of health care and the health of the nation is the emergence of
large-scale epidemics and pandemics,
the proliferation of HIV infections,
tuberculosis, drug addiction and alcoholism,
and the increasing availability of psychoactive
and psychotropic substances.

The Social Partnership Development Fund is a non-profit organization established in 2005 to develop public health care facilities in combating diseases of social significance.

The mission of the Fund is to improve people’s quality of life through constructive interaction between all parties involved in the public health system.

The strategy of the Fund is based on the fact that a key factor in ensuring the sustainable development of public health care in the fight against socially significant diseases in the current climate is the involvement in these processes of—and the level of interaction between—the government, the private sector and civil society. Obviously, through its own efforts one sector can develop and implement specific initiatives, but a multi-sectoral approach means that the resources and capabilities of each sector can be pooled to achieve a common goal. Multi-sectoral partnership in an area of health such as the fight against socially significant diseases entails a professional and systematic approach to solving tasks and a common pledge to see the adopted measures succeed. Given that the problem of socially significant diseases has become global in nature—and Russia, for example, sees about 100 new cases of HIV every day—a breakthrough in this field can be only be achieved through the combined efforts of all sectors.

Using scientifically based and proven approaches required in our society, and guided by the priorities identified by the government under its National Health Project, the Fund is focused on realizing long-term programmes in close collaboration with government agencies, private companies, Russian and international NPOs with support from various donors of technical assistance, as well as the scientific community and the media.

We are convinced that only a large-scale, integrated and professional approach to prevent the threat of HIV infection, viral hepatitis, tuberculosis and other socially significant diseases can actually work and bring results.
