Charter

Extracts from the Charter

The Fund acquires assets based on voluntary contributions, other revenues not prohibited by the law, and deploys these assets to achieve the following objectives:

  • to support the initiatives of individuals and legal entities, aimed at finding solutions for social, charitable, educational, cultural, environmental, demographic and other issues of public importance;
  • to develop interaction and cooperation among all public sectors, represented by state, non-profit and private organizations, in order to generate conditions for sustainable development, enhance the quality of life and develop human potential;
  • to assist with increasing the efficiency of the state and public efforts in terms of ensuring human well-being, in particular, in the spheres of education, public healthcare, environmental protection, human rights.

To accomplish the above objectives the Fund shall solve the following tasks:

  • provide consulting services and support on all levels of decision-making, implementation, development and improvement of policies in the areas important for social development, such as public healthcare, education, science, culture, information, communication, demography, environmental protection, etc.;
  • promote involvement of representatives of research and scientific community and members of various social groups in the process of coordination, approval and implementation of measures and efforts in the area of social development;
  • develop and promote civil initiatives, public self-government and public expertise;
  • work with target social groups to identify, analyze, consolidate and advocate their social interests, develop human potential, generate an active civil position and social responsibility, protect human rights, first and foremost, social rights;
  • facilitate the development and improvement of regulatory system in public healthcare, social development and non-profit activities, develop proposals for legislative initiatives;
  • plan, implement and evaluate programs and public campaigns in social marketing, education and information dissemination designed to attract public and mass media attention to social issues, agree upon and mobilize the efforts to solve them;
  • promote the development of social journalism and social advertising, specifically through involving mass media and journalists in the process of finding solutions to social problems, consulting and training with respect to presentation of social information;
  • facilitate building non-profit sector's infrastructure, enhance the quality of services rendered by non-state (non-profit) organizations, strengthen interaction within the sector, increase the level of professionalism and reinforce financial stability of non-profit organizations and social institutions;
  • conduct scientific research, develop and implement new technologies in social, humanitarian, environmental and other areas, as well as in the area of non-profit activities and in the fields of interaction among non-profit, state and private sectors;
  • develop the system of cross-sector social interaction and partnership (public-private partnership – PPP) by means of supporting research in PPP area, disseminating information and trainings in the area of PPP and development of civil society, analysis and adaptation of successful foreign PPP practices to Russian conditions, a wider involvement of representatives of the state, non-profit sectors and business community in solving social issues;
  • support, develop, elaborate and popularize social responsibility programs and social investments, programs designed to promote small businesses, and bona fide business practices;
  • attract resources and international expertise and ensure its adaptation to local conditions through support of international and regional cooperation programs carried out under the auspices of inter-governmental, international, foreign and national organizations, institutions and persons;
  • facilitate analysis, adaptation, importing and implementation of norms, principles, standards, experiences and best practices in the area of social development and human rights;
  • facilitate strengthening of prestige and role of a family within the society, support mothers, children and young people;
  • facilitate preservation and development of housing and utilities infrastructure, buildings, objects and territories which have a historical, religious, cultural or environmental value;
  • facilitate peace-building and promotion of mutual understanding among nations, prevention of social, national, ethnic, religious and other conflicts.

To accomplish its goals and to achieve its Charter objectives, the Fund shall conduct the following activities:

  • the main type of activities is provision of social services;
  • carry out activities in the areas of education, science, culture, arts, promotion of healthful lifestyles,  physical culture and mass sports, improvement of public mental health, creation of safe working conditions;
  • carry out environmental and resource-saving activities, including actions designed to prevent contamination of environment and protect biological diversity, to re-use and recycle waste, organize environmentally safe production processes and safe transportation, develop tools of environmental audit;
  • provide consulting, informational, methodological, technical, moral, financial, charity and other types of support to non-profit organizations, legal entities and individuals and to their networks and informal groups involved in implementation of programs in accordance with the Fund's goals, purposes and priorities;
  • conduct analysis and monitoring of social priorities and public needs, design interventions and recommendations for implementation and evaluation of social development programs;
  • organize and implement scientific and public expert evaluation of activities, programs and projects solving issues in social and scientific-technical development fields;
  • accumulate financing from organizations and private individuals by obtaining loans, credits, donations, grants, contributions and other means for subsequent spending on achieving the Fund's goals and purposes;
  • participate in tenders to obtain national and foreign grants (non-repayable target financing);
  • establish and distribute grants, rewards and scholarships;
  • obtain and make available to third parties assistance from sponsors, charity and other sources aimed at solving social issues, from organizations and individuals, both on the territory of Russia and abroad;
  • social support and protection of citizens, including improvement of material situation of the needy, social rehabilitation of the unemployed, disabled and other people who due to their physical or intellectual specifics, other circumstances are unable to execute their rights and legitimate interests on their own, provision of help to people who were affected as a result of natural calamities, environmental, industrial and other disasters, social, national, religious conflicts, to victims of repressions, refugees and forced migrants;
  • conduct mass media information campaigns, cultural and entertainment events, as well as rallies, demonstrations aimed at protection of social rights of vulnerable social groups in the manner consistent with the Russian legislation;
  • set up mass media outlets, ensure printing and broadcasting, prepare, publish and distribute printed, radio, audio, video, digital and electronic materials of artistic, scientific, educational and public awareness nature;
  • develop, conduct and implement educational, informational and public awareness programs;
  • organize and carry out educational and prevention events targeted at various social groups;
  • collect, organize, customize and disseminate information in the area of socially-important issues and social development both in Russia and abroad;
  • plan, organize and carry our exhibitions, meetings, conferences, presentations, symposia, lectures, seminars and other events in the field of social development;
  • develop contacts between national, international and foreign organizations and institutions;
  • develop international expert exchanges, facilitate training, retraining and professional development of specialists, including foreign ones, in educational and scientific institutions, both in Russia and abroad, organize non-profit, educational and environmental tourism;
  • conduct tenders, provide grants (non-repayable target financing), organize implementation and performance of scientific and methodological support and financial control of activities under grant programs, involving scientific community and civil society;
  • popularize and disseminate information on the Fund's activities and publish informational materials;
  • establish, in accordance with applicable Russian law, own economic agents of various organizational and legal forms and implement commercial projects in order to obtain financing for their future deployment to solve goals and objectives of the Fund specified in the Charter;
  • carry out specialized types of licensed activities upon receiving a required license in accordance with applicable law;
  • carry out any other activities not prohibited by the applicable law of the Russian Federation and aimed at achieving the goals and purposes set forth herein.

The Fund shall have the right to carry out business activities only if they serve to achieve, and agree with the Charter goals and objectives. No income derived from such business activities shall be distributed between the Founders of the Fund but shall be used to achieve Charter objectives only.
