Programmes

Focusing on the central tasks in combating socially significant diseases, the Social Partnership Development Fund runs several long-term and continuous programmes to develop the public health system, for which purpose we engage organizational, managerial, legal, expert and professional resources and experience.

In collaboration with health authorities, medical research and educational institutions, and a wide range of non-profit, private and expert organizations, and guided by the priorities identified by the government of the Russian Federation in its National Health Project, the Fund works to address such pressing issues as developing the potential of organizations in the field of public health, and educating patients.

The Fund’s experience and connections enable it to recruit, under its programme activities, any expert organizations working in the field of socially significant diseases. The test of time has demonstrated the mutual benefit of cooperation between the Fund and its partners, proving the exceptional professionalism and responsibility of employees of the Fund who are involved in all areas and are familiar with all aspects of the fight against socially significant diseases: ranging from large-scale research, studies of law-enforcement practices and methodologies, organizational development projects for patient communities, and the market launch of new high-quality and effective medicinal drugs, etc., to innovative training and consulting.

DEVELOPMENT OF THE POTENTIAL OF ORGANIZATIONS IN THE FIELD OF PUBLIC HEALTH

The "Developing the potential of public health organizations" programme is intended to enhance the quality and range of services to member organizations of the public health system through the provision of technical, expert and other support in efforts to improve and develop the public health system in the Russian Federation. Based on the fact that the effectiveness of social measures in response to the spread of socially significant diseases affects the degree of involvement in this process and the quality of work by representatives from various sectors of society, such as government organizations, private companies and non-profit organizations, one of the priorities is to develop the potential of public health NPOs, the quality of solutions adopted by the government, and issues of social responsibility in business. “Potential” here refers to organizational, management, advocacy, resource, expertise and professional capabilities and skills, on top of experience, which determine the quality of measures and solutions put forward and adopted by all participants in the public health system.

Under this programme, the Social Partnership Development Fund works with a wide range of experts in the prevention and treatment of socially significant diseases, the development of non-profit organizations, business consulting, Public Relations and Governmental Relations, representatives of the community of patients, and international organizations. By involving representatives from different sectors in the process of improving the public health system, who may somehow contribute to the goals of the programme, we foster the development of new—and the implementation of proven—approaches to providing information, and technical and philanthropic support, as well as expertise and consulting services to organizations in the public health system.

Programme objective: to promote the public health system in Russia and improve the quality of its services.

This goal is encapsulated in the solution of the following strategic tasks:

1. Assist in developing the potential of non-profit organizations working in the field of public health:

  • promote the development of the skills of NPO employees and managers working in public health in the area of organizational management and development;
  • provide technical assistance and philanthropic support for the implementation of social projects;
  • provide consulting services and expert support on matters of NPO activity in the field of public health.

2. Improve the quality and effectiveness of government measures and solutions in the field of public health:

  • provide expert support to public health authorities on the development of accessibility and quality of public health services;
  • provide expert analysis and consideration of the views of consumers of public health services and other stakeholders in the decision-making process;
  • promote the widespread use of best practices and leading experience based on the principles of evidence-based medicine.

3. Promote the use by private sector organizations of ethically sound and socially responsible approaches to expanding the range and quality of their services:

  • promote compliance with the principles of evidence-based medicine, and good clinical and operational practices;
  • facilitate the market launch of new high-quality products, and preventative methods and treatment for socially significant diseases;
  • provide consultations on public relations, including the patient community and the field of Governmental Relations.
